Mr. Somnath Chatterjee was the Speaker of Lok Sabha from 2004 to 2009. He was born on 25 July 1929 in Tezpur, Assam. He completed his studies from University of Calcutta and University of Cambridge. After returning to India, he started his legal career as a Barrister in Calcutta High Court and Supreme Court. In 1971, he got elected and became the member of Lok Sabha (House of the People). He was elected 9 times only not in 1984, when he lost in Lok Sabha Constituency seat to Mamta Bannerjee. From 1989 to 2004, he was the leader of Communist Party. On 4 July 2004, he was declared 14th Speaker of Lok Sabha. After the death of Ganesh Vasudev Mavalankar, he was the 2nd such protem speaker, who had the distinction of getting the post of speaker. In 1996, he was awarded with Outstanding Parliamentarian Award.
Roles and Responsibilities of Lok Sabha Speaker.
Lok Sabha is known as the Indian Parliament Lower House and Lok Sabha speaker are the Presiding Officer. After the General election, in the 1st meeting, Speaker and Deputy Speaker are elected. The role of the Speaker of Lok Sabha is similar to that of speakers elsewhere in other democratic countries that use the Westminster system of Government. His term is for 5 years, and are elected from Lok Sabha members itself. Conventionally, Speaker of Lok Sabha are from ruling party or from the alliance itself. How does a Speaker of Lok Sabha is elected?
To become a Speaker of Lok Sabha there are some eligibility conditions. They are - The candidate must be an Indian Citizen. The candidates age should be above 25 years old. In State or Central Government, the Speaker should not be holding an 'office of profit.' One more important thing, the Lok Sabha Speaker's date of election is chosen by President of India. The speaker is chosen from sitting members of the Lok Sabha (House of the People), serving for a term of five years.Main responsibilities of the former Speaker of Lok Sabha.
Speaker of Lok Sabha is the heart-and-soul of the lower house. All the speeches and comments begin with an addressing to the Lok Sabha Speaker. The Speaker decides whether or not a Bill is Money Bill. Maintaining discipline and decorum in Lok Sabha is the Speaker's responsibility. The agenda for discussion during the meeting is taken up by the Speaker of Lok Sabha.If a member behaves in an unruly way, the Speaker of Lok Sabha can Suspend him or her. Some important motions, like the motion of no confidence, motion of adjournment and motion of censure, these motions can be passed by the Speaker of Lok Sabha.
Moreover, the agenda of Lok Sabha meeting is also decided by the Speaker. He permits the moving of the various kinds of motions and resolutions like the motion of no-confidence, motion of adjournment, motion of censure and calling attention notices as per the rules. In fact, when a joint session of Lok Sabha and Rajya Sabha is held that session is conducted by the Speaker of Lok Sabha.
A resolution passed by Lok Sabha with an effective majority (>50% of total strength excluding vacancies) of the house can remove the Speaker of Lok Sabha as per Articles 94 and 96. There are other ways of removing of the Speaker of Lok Sabha but the omissions in the procedure committed by the Speaker in the Lok Sabha can not be challenged in Court of law as per Article 122.
